Digital public infrastructure trust platform.

Concept animation with illustrative data. The same citizen makes the same request in a fragmented administration (left) and on digital public infrastructure (right): digital ID, civil registration, secure data exchange, payments, social programmes and one service portal — with consent, audit trail and an assisted channel for people without a smartphone.

A reference architecture for trusted digital government that combines distributed ledger technology, Zero Trust access control and a specialised, customisable open-source AI engine and a document factory — for identity assurance, interoperability and auditability at national scale.

Architecture

Core design themes.

01

Trust at scale

DLT anchors tamper-evident evidence for transactions, access and decisions — verifiable receipts and traceable service delivery.

02

Auditability by design

Governance evidence is generated by the platform, so transparency is demonstrated rather than reconstructed.

03

Open-source AI engine

A specialised AI engine, customised to each government’s services, languages and rules — open source, so it can be audited, self-hosted and kept under national control, with no vendor lock-in.

04

Document factory

Certificates, authorisations, reports, briefings, decisions and register extracts — drafted by the AI engine, approved by a human, QES-signed and DLT-anchored so anyone can verify them.

05

AI under governance

AI only where it reduces burden without weakening accountability: guided journeys, anomaly detection, case routing.

06

Zero Trust as operating model

Identity-centric access, continuous authorisation, least privilege and segmentation across the programme.

Capabilities

What it delivers.

Implementation note · Product · in production & support

Applied in a European government programme spanning multiple institutions, contributing to better service delivery, operational efficiency and institutional credibility. It is a PiR2-IT product in production, and the team keeps refining it with every deployment.

References, case studies and demonstrations are available on request, under NDA.

Questions

About this project.

Is the AI engine open source?

Yes. It is a specialised AI engine customised to each government’s services, languages and rules, released as open source so it can be audited and self-hosted.

Can the platform run on sovereign infrastructure?

Yes. It is designed for sovereign hosting and open standards, with no vendor lock-in.

How are generated documents verified?

Each document is approved by a human, signed with an eIDAS qualified electronic signature and anchored in the DLT, so anyone can check that it is authentic and unchanged.

Can it help secure funding for the programme?

Yes. Its funding AI drafts applications for EU programmes, EBRD, World Bank Group, JBIC and public-private partnerships, reviewed by experts before submission.
